Reducing Recidivism by 25% by 2025 Plan Evaluation Framework

Abstract
The ACT Government’s Justice and Community Safety Directorate (JACS) has partnered with the Australian National University’s (ANU) Centre for Social Research and Methods (CSRM) to develop the Reducing Recidivism Research Collaboration (RRRC). The RRRC will examine the impact of initiatives central to the ACT Government’s commitment to reduce recidivism by 25% by 2025 (RR25by25), as outlined in the RR25by25 Plan (JACS, 2020).
The purpose of this document is to outline the evaluation framework, to support evaluation of the initiatives and the recidivism measures that underpin the RR25by25 Plan. This evaluation framework:
- identifies the key evaluation questions;
- outlines the data needed to address these questions; and
- outlines the utility of linked administrative data to conduct the evaluations.
